O2 PAC just numbers

I asked to switch to transfer number from O2, UK and they send me a message with the PAC number:

Pac Code: 123456
Expiry: 27/01/2016

This is invalid number. It needs a prefix of three characters. The prefix for O2 seems to be "TEL". The actual code was: TEL123456.
